The Connecticut Chapter of the Institute of Transportation Engineers’ purpose is to serve its members, the transportation profession, and the public by facilitating professional development and education, promoting the exchange of ideas, and enhancing the professional practice to provide safe, efficient, cost-effective, and sustainable transportation solutions.

The Connecticut Chapter of the ITE is a member of the New England Section of ITE which is a sub-organization of the Northeastern District of ITE.

President
Carl Duesler, PE, PTOE
Carl is a Traffic Engineer with CDM Smith in East Hartford, CT. He has experience in traffic signal design, transportation planning studies, traffic operations analysis, ITS implementation, and transit planning. He holds a bachelor's degree in civil engineering from the University of Connecticut. He served on the local arrangements committee for the 2019 Northeast District ITE Meeting.

Colleen Jost, PE
Colleen is a project engineer working in CDM Smith’s East Hartford, CT office. She graduated from the University of Connecticut with a Bachelor of Science degree in Civil Engineering and is a registered Professional Engineer in the State of Connecticut. Colleen has 8 years of experience in the field of civil engineering with a focus on highway and roadway design. Her experience includes alternatives analysis of major interchanges and civil design for local bridge projects as well as other transportation projects.

Treasurer
Jay Lockaby, PE, PTOE
Jay is a Transportation Engineer in the Traffic Signals Unit within the Connecticut Department of Transportation’s (CTDOT’s) Division of Traffic Engineering. He graduated with a Bachelor of Science in Civil Engineering from the University of Tennessee and has worked in the Division of Traffic Engineering since joining CTDOT in 2014. He has been involved in a depth of transportation projects at CTDOT such as planning studies, traffic signal design and operations, traffic system capacity analyses and intelligent transportation systems. He is currently working on CTDOT’s pilot projects to deploy Connected Vehicle (CV) technology. Jay is registered as a Professional Engineer in the State of CT and as a Professional Traffic Operations Engineer.
Jay Lockaby, PE, PTOE

Secretary
Sandeep Aysola, PMP, PTP, RSP1, ENV SP
Mr. Aysola serves as the Director of Transportation, Traffic and Parking for the City of New Haven, CT. Prior to his position with the city, he worked for 18 years in senior consulting roles at various firms leading and directing Transportation planning and Traffic engineering projects. He has extensive Project management and delivery experience with technical expertise in planning, prioritizing, and implementing projects related to Corridor planning, Traffic Operations, Strategic highway planning, Active Transportation planning and Highway financing.
Mr. Aysola holds graduate degrees in Environmental management and Civil Engineering from the Yale University and the University of Virginia, respectively. He is a certified Project Manager Professional (PMP), Professional Transportation Planner (PTP), Roadway Safety Professional (RSP1) and Envision Sustainability Professional (ENV SP). He is an active member of the Institute of Transportation Engineers (ITE), American Planning Association (APA) and Transportation Research Board (TRB). He currently serves on the executive committee of ITE’s Vision Zero Standing Committee and previously was a member of TRB’s Highway Capacity and Quality of Service (AHB 40) sub-committee.

Mark graduated from Rensselaer Polytechnic Institute with a Bachelor of Science degree in Civil Engineering and is a registered Professional Engineer in the State of CT, MA, RI, and NY. He is also a certified Professional Traffic Operations Engineer (PTOE). Mark has over 20 years of experience in the field of transportation planning and engineering as well as site development and roadway improvement projects. He specializes in traffic impact studies/impact analysis, traffic signal design, complete streets design, roadway safety projects, planning and corridor studies, and traffic management plans. Mark has been an active member of CT ITE during his entire professional career and previously served as an ITE officer from 2004 through 2008, including Chapter President in 2007. Mark resides in Coventry, CT and has two children.
